Display Energy Certificates (DEC's)
In March the Department for Communities and Local Government (DCLG) 
announced that certain public buildings would be required to obtain and 
display energy ratings called Display Energy Certificates. 
Full guidelines (in English only) are now available on the DCLG website:

Energy Performance Certificates (EPC's)
Some buildings will also need an Energy Performance Certificate (EPC). This 
only applies to buildings on their sale, rental, or construction. Full

Wanted : your ICT suite please!
Inspiring Learning website workshops: February 2008 
As some of you may know, a revised and improved Inspiring Learning website is due to be launched later this year, offering a range of new features.
During February 2008, CyMAL: Museums Archives and Libraries will be holding some practical workshops on getting the most out of the new website. 
We are looking for venues around Wales with ICT suites seating around 15 - 20 attendees, either as a half-day session or a short all-day session (eg 10am - 3pm). If you are able to offer the use of a suitable venue, please contact Tom Cosson at CyMAL with details of the venue, availability during February, capacity and hire charges (if any). Quantifying Diversity - Diversity Day
You may be interested to know that CyMAL will shortly be holding a Diversity Day based on the Report for the Quantifying Diversity Project.
The Quantifying Diversity Project gathered baseline information from Welsh Museums, Archives and Libraries in order to measure the extent to which access and inclusion is offered to minority groups and diverse audiences. 
The event will take place on Wednesday July 18th at the Council Chamber Room of the National Library of Wales, Aberystwyth, from 11:30am to approximately 4:00pm.

This is a report to Department of Culture Media and Sport (DCMS) commissioned to Frontier Economics who were asked to examine the economic impact of public investment and intervention in culture. The research has developed a framework for assessing the impact of cultural interventions.

The Culture, Media and Sport Committee
Caring For Our Collections
The Culture, Media and Sport Committee has published its Sixth Report, Caring for our Collections.
The inquiry was announced by a press notice on 25 July 2006. It was announced as a sequel to the Committee's recent inquiry and Third Report, Protecting and Preserving our Heritage (HC 912), which had concentrated on the historic environment, while the new inquiry would focus on museums and galleries, cultural property and archives, and the Committee was particularly interested in receiving evidence on the following issues:
·  Funding, with particular reference to the adequacy of the budget for museums, galleries and archives, and the impact of the London 2012 Olympics on Lottery funding for their sector; 
· Acquisition and disposal policies with particular reference to due diligence obligations on acquisition and legal restrictions on disposal of objects
· The remit and effectiveness of DCMS, the Museums, Libraries and Archives Council and other relevant organisations in representing cultural interests inside and outside Government

Developing An Outcomes Framework For Museums, Libraries And Archives - Securing Excellence; Delivering For Communities
The challenge to local government from the recent White Paper is to shape place, tackle the difficult issues and enhance the lives of people by improving outcomes. MLA believes that museums, libraries and archives make a valuable contribution to this agenda. To help the sector deliver, MLA has published Securing excellence; delivering for communities, which sets out a strategic approach to setting out what the are the contributions to outcomes that the sector makes, and also an approach to performance management and support for self improvement to better fit the sector to deliver. 
We are seeking views on this approach, and the deadline for comment is 6 July 2007.

Enterprise Week 2007: The Make Your Mark Campaign And Mla Partnership Join Forces 12 - 18 November 2007
The Museums, Libraries and Archives Partnership and the national Make Your Mark campaign have come together to actively promote and instil the value of an enterprise culture in museums, libraries and archives. MLA and Make Your Mark campaign have launched a booklet highlighting ways in which museums, libraries and archives can get involved in Enterprise Week to engage with a young and often hard to reach audience.

MLA - East Midlands
M2B e-commerce tender document

MLA East Midlands is inviting tenders for research into e-commerce as a business tool for museums.
Museum 2 Business (M2B) is a European funded (ERDF) project supporting business development for independent museums in Objective 2 areas of the East Midlands region.
The M2B project proposal said that the project would:
"carry out a pilot study which will review the current usage of e-commerce and e-commerce partnerships within the tourism and cultural sector, including retail sales (images and on-line booking) and Destination Management Systems.  The study will review existing studies and projects to identify the most appropriate provision for the independent museum sector and how the opportunities through e-commerce can be maximised by SMEs in the sector. The study will make recommendations as to how the independent museum sector can link into this provision to trade and market their attractions more effectively."

New Mlap Disability Mailtalk Service For Museums, Libraries And Archives
The Disability Mailtalk Service is now a national forum for exchange maintained by MLA London on behalf of the MLA Partnership. The Mailtalk service had been established as a communication tool for the members of MLA London's Disability Network. Everyone with an interest in access and equality for disabled people in museums, libraries and archives is welcome to become a member of the mailtalk. Disability Mailtalk is a channel for disseminating information about disability access and equality, sharing ideas and experiences and seeking information. Taking Part: The National Survey of Culture, Leisure and Sport
15 June 2007
The survey was commissioned by the Department for Culture, Media and Sport (DCMS) with culture and sporting bodies English Heritage, Arts Council England, Museums, Libraries and Archives Council (MLA) and Sport England. It is the first comprehensive study of how we are spending our leisure time, and what would see us enjoying more. 
The finding will help shape future policy to improve engagement across the cultural, leisure and sporting sectors.

Condition Assessment Tool
MDA announces the publication of the Condition Assessment Tool (CAT) on 
the Collections Link website at: http://www.collectionslink.org.uk/conserve_objects/cat
The CAT is a downloadable database developed by the Scottish Museums 
Council (SMC), designed to enable heritage organisations to record 
information about the condition of objects in their collections and 
prioritise conservation work or improve collection care. SMC's user 
guidance notes and a comprehensive set of supporting fact sheets are also 
available to download alongside the database.

Standards in Museum Care of Collections

The series was originally published in the 1990s by the Museums and Galleries Commission (MGC), now the Museums, Libraries and Archives Council (MLA)

Volunteering and the Law conference
The conference provides an opportunity to obtain up to date information about aspects of the law which affect volunteers, and to discuss implications for our working practice.
The conference will take place on Thursday, 13 September, 10-4pm at the Riverfront Arts Centre, Newport and is aimed at volunteer managers and others who have an interest in the management and development of volunteers.  The day will also be valuable for trustees who want to find out more about their responsibilities toward volunteers.
