It is a continuation of Haddan & Stubbs (Councils and Ecclesiastical Documents, 1869-73) - which had only covered England up to 870! It looks as if this project in its turn also ground to a halt. To what extent Gerald Bray's Records of Convocation (2005-6) supersedes both Wilkins' Consilia and Haddan & Stubbs/Whitelock, Powicke & Cheney is an interesting question.
