yup. EACH Fed would need to mandate ITS attributes, which would help  
the local IdP make the local, contextualised mapping of what the Fed/ 
particular SP wants against what users at IdP-land normally speak  
about, with all  of the padding to protect them from too much detail  
when they don't want it.
