issue -
whether or not the property belongs to them? (Council -
Environmental Health
or Water Company - Sewage)

I have quite a tricky data protection problem which
someone may be able to
assist with:
Sewage is coming up from the
drains adjacent to a number of properties owned
by my organization.
This is obviously posing a major health hazard. The
local water
company and local council have both denied responsibility for
the sewers
which apparently haven't been serviced for several years.
However there is
an electricity metre at the sewage works which someone is
obviously paying
for. My colleague believes the local water company are
responsible for
the sewage operations, so therefore must be paying the
electricity
bill. He's contacted the electricity suppliers to find out who
pays
the bill, but they refuse to disclose this, citing data protection
rules.
Without this information we cannot prove who's responsible for the
sewage
problem, and thus face the continuation of this health risk on our
property.
Any suggestions would be greatly
appreciated!
