If the student does not yet have Internet access it sort of implies that
they are not that fussed about accessing MyFace, or Space whatever,
on-line shopping or downloading music.  In which case having to set up
the Internet at home for their course due to their disability / SpLd
will be an additional cost that they will incur and ISPs tend to insist
on a 12 month contrac.  As such a full cost reimbursment seems
reasonable, if it has been justified in the report, as the DfES endorse
this if it is a part for the student's assessed needs..  
 
As to books the DfES guidance on what might be appropriate for a
dyslexic student is:
"An allowance for additional textbooks so that the student may use them
to implement various reading strategies, such as book-marking and 
highlighting key words. Extended library loans are useful but inadequate
as substitute strategies."

	A student received their LA letter recently responding to their
DSA assessment which recommended funding for a book allowance (but not
"core" texts) and internet costs.

	The LA have said they will not fund this because all students
are expected to access books and use library facilities. They will only
fund book costs if the university write to them confirming that this is
needed.

	 

	The LA have also said that because it is difficult to
differentiate social and study needs when accessing the internet, they
will only approve to fund 50% of the internet cost which they see as a
fair contribution.

	

	 

	I haven't come across this sort of response before - has anyone
