My guess is that the code to decide whether to display the quick enrol button uses a hard-coded check - is the user a System Administrator? In the words of a bouncer, "If your system role's not "System Administrator, you're not going to see the button". Thus no amount of tweaking with system role privileges will get round that. I have tried creating a customised role ticking all the permissions that look relevant but no matter what I do I cannot seem to allow the quick enrol feature for any role other than System Administrator. I do know that VLE enrol genius can enable this but this is for another institution we manage who do not have the tool and who are using LS enterprise.
