Dear colleagues

 

I am writing to invite to submit a tender to develop and deliver a two day workshop on the UN Convention on the Rights of Persons with Disabilities. 

 

The workshop will be aimed at representatives from a number of disability advocacy organisations and is expected to take place during the week beginning 25 June 2007. The aims of the workshop are stated in the attached Tender document.

 

The successful tender will be selected against the following criteria:

  a.. Experience in developing and delivering workshops. 
  b.. Evidence of knowledge of international law, the development of the Convention and its content 
  c.. Evidence of knowledge of the disability sector and the issues currently facing Australians with disabilities 
  d.. Experience of the personnel involved in the tender.

INVITATION TO TENDER AND BRIEF
 

Applications are invited to tender for a contract to develop and deliver a two day workshop and associated materials on the UN Convention on the Rights of Persons with Disabilities to representatives from the disability advocacy sector. 

Background
On 30 March 2007 the Australian Government became a signatory to the UN Convention on the Rights of Persons with Disabilities. The Government will now commence the usual processes necessary for domestic consideration of the Convention, which are required before a decision can be made on ratification.

 

While the Commission and other organisations have provided information and reference material on the Convention and its content the Commissioner has identified a need for a workshop aimed at representatives from a number of disability community organisations which would:

·   Provide an opportunity for representatives from disability community organisations to gain a better understanding of the development and content of the Convention

·   Facilitate the establishment of a network of disability community representatives able to contribute to the pre-ratification and implementation phases

·   Identify domestic and international resources and initiatives that would assist in the pre-ratification and implementation phases

·   Build the capacity of representative organisations to assist the broader disability community sector to understand the content and value of the Convention

Work to be done
The consultancy involves a number of tasks including:

1. Preparation of material on the development of the Convention and the process of ratification to be used as background information for workshop participants. This material must be ready for circulation to participants 4 weeks before the workshop.

2. Liaising with nominated peak disability groups to identify and brief workshop participants.

3. Preparation and delivery of a two day workshop covering the following areas: 

·        Development of the Convention

·        Importance of the convention domestically and internationally

·        Process for ratification in Australia

·        Analysis of the Convention content with reference to Australian laws, Government and non-government policies and programs

·        Assessment of opportunities for community contribution to the pre-ratification process

·        Assessment of opportunities for community contribution to implementation of the Convention post ratification

4.  Preparation of an evaluation report including recommendations for additional initiatives for promoting awareness of and implementation of the Convention.

Timeframes
It is anticipated that background material development and liaison with nominating representative groups will occur in mid May with the workshop taking place in the week beginning 25 June 2007.

Management
The consultancy will be managed by the Director of the Disability Rights Unit at the HREOC.

 
Tenders
Tenders should include:

  a.. A statement outlining relevant experience and expertise in the development and delivery of workshops 
  b.. A statement outlining relevant knowledge about the UN Convention on the Rights of Persons with Disabilities 
  c.. An outline of a proposed timeframe for the preparation and delivery of the workshop 
  d.. An outline of the proposed structure of the workshop 
  e.. Copies of the CVs of personnel to be involved in the consultancy 
  f.. A quote for the work to be undertaken
Timescale and payments
Tenders should be submitted by 4 May 2007 to the contact details below. 

 

Payment will be on the basis of the proposed fee schedule submitted in the Tender or as otherwise agreed between HREOC and the successful applicant. The Payment Schedule will be set out in the contract.

 

Tenders close at 5.00 pm Australian Eastern Standard Time (AEST), 4 May 2007
