Regrettably so. I doubt the UKIC would have had a leg to stand on. Oddly,
IS it fraud of you take money for a service and fulfil it, even if you cost
more? I suspect this lot just pocketed the cash and that's why they got
jailed.
The public seems to have an ambivalent attitude to data privacy, though. I
just had a pleasantly hostile blog comment regarding b4u! It's at
