I'm not sure its as simple as the road lobby v sustainable transport. for me, it parallels the imposition of ID cards - increased surveillance and the direct cost to the taxpayer to fund the technology by being forced to purchase tracking devices (easy if well resourced).  Following the exchanges about debt, i don't think this will only impact on the rural poor, but the poor everywhere this tax is imposed. It is a tax that the rich, in their large andluxurious vehicles, will be able to pay easily, if reluctanlty, while the poorer among us will be hit hard. This is an inequitable tax that in my view has little to do with sustainable transport and environmental protection and a lot more to do with furthering the carceral society.

Of course we support policies for sustainable transport!  There may be
problems with this scheme (the rural poor, failure to invest in a
