I have just received an update from the EOC on the publication dates for their GED guidance, copied below. As you will see the FE / HE guidance has not been given a date, although it is scheduled for mid March.

From the EOC:
 
Here are the latest dates concerning gender equality duty guidance. 

The generic guidance (gender impact assessment, employment, the GED and
transsexual staff, gender equality schemes, consultation, and
information collection and use) will be ready the week of February 19.

Local government guidance will be available the week of February 26.

Guidance for the health sector and schools will be ready the week of
March 5.

Further Education, Higher Education and Criminal Justice guidance will
be ready in mid-March
