Well, this is why Leydesdorff is right; social processes, not individuals, create norms. One individual can not create a norm - I would say, not only two hundred individual could. Only the collective motion of a lot of different interactions can. In the same manner, the biological individual is not the sum of a lot of atoms - but the collective expression of millions of atom interactions.
