You have to remember that the COUNTER standard evolves. 
There were a number of vendors and agencies (for example Swets
- I know because I have already complained several times about 
their failure to remain COUNTER compliant) who did not yet 
manage to upgrade to Release 2 - consequently they are no longer 
listed as COUNTER compliant. Release 2 was published in May 
2005 and became the valid Code of Practice for Journals and 
Databases on Jan 1, 2006, so it is hard to understand why 
vendors were not able to implement the required changes in time. 
I can only ask you to put pressure on them by requiring them 
to deliver COUNTER compliant statistics in your license 
agreements. Otherwise, COUNTER will lose its effectiveness as 
an industry standard. Another reason for a delay may be that 
COUNTER vendors must audit on a regular basis to maintain their
COUNTER compliant status. If these audits failed or are not yet 
completed, they may be some delay.
