I think if we tried to implement something like that here we'd have a huge problem with figuring out how we deal with enquiries that come through the Keys to the Past website. Not only would it mean our partners in Durham would have to consider charging, we'd have to agree costs and figure out how we would charge (per enquiry or per hour?). Do you actually get enough enquiries to make it worth charging? It would be interesting to hear if any other councils do charge for non-commercial enquiries and when they do so. But we could probably deal with these (and students) in the same way - charge them and get them to pay up front before you get the data. Unlikely to be popular, but that's what we are being asked to consider. Of course, this has problems in that we are charging by the hour and won't know how much the charge will be until we have finished, but hey, I didn't suggest the policy... As I understand it HER's can charge for students if we want - the fact most (all?) HER's don't is due to ALGAO guidance, not because we can't.
