Further I don't find many are from legitimate companies - or regular 
businesses - so that there is deliberate mis-spellings and merging of words 
in the titles which are clearly intended to evade spam-filters - and also 
there is a hook so that the title has no relation to the content.

I presume that the whole point is that spams are sent from outside the 
jurisdiction of its intended recipients, because of the difficulty of 
pursuing offenders outside the country of residence of the recipient.
