Hopefully somebody will be able to help? We have an allotment site and are proposing a growth medium of 700 mm of clean topsoil with a geotextile breaking layer at base. The EHO is insisting on 900 mm of clean soil, however we cannot raise the site due to flooding issues. It would be helpful if anyone could give me an indication of what has been accepted for other similar sites or could point me towards some relevant documentation in regards to required depths of growth mediums.
