Planet (in consortium with Progeco) is currently shortlisted for the project Europe-Aid 123505/C/SER/BA 'Follow-up of the functional review of the return sector in Bosnia and Herzegovina.' Briefly, the project involves the following: In the framework of the public administration reform process in BiH the EC is financing a functional review of the return sector. The objective of the review is to ensure that BiH authorities have the capacities required to fulfil their role in the return and reintegration of refugees and IDPs. On the basis of the review recommendations, the EC will provide through this project Technical Assistance (TA) to BiH institutions, and particularly to the State Ministry for Human Rights and Refugees (MHRR) so as to develop its capacity in policymaking in line with EU best practice. This is a 12-month project envisaged to start in February 2007. We are currently preparing our tender dossier and looking to include experts for the following posts, as per the Terms of Reference: Team Leader - University degree in management, social science or related area - Fluency in both written and spoken English - A minimum of ten years of professional experience - Demonstrable management experience - Experience of providing technical assistance to governments in fields related to the public administration reform; and working with the various levels of government in the establishment or management or monitoring of agencies set up in the EU member states to channel EU funding - Knowledge of the EU public administration would be highly relevant Expert in Public Administration Reform - University degree in one of the following area: public finance, public policy, public administration, business management or related area - Demonstrated analytical skills - Fluency in both written and spoken English - A minimum of ten years of professional experience, preferably with and/or in public administration - Demonstrable management experience - Experience in conducting reviews of public administration - Experience in the field of public sector organizational management - Experience in management of the EU Structural Funds Legal Expert - A law university degree - Excellent interpersonal and mediation skills - Well developed analytical skills - Fluency in both written and spoken English - At least five years of professional experience in the field of legal advice or law drafting - Knowledge and practical understanding of the operation of public administration and the mechanism of government of BiH - Previous experience of working with EC funded projects would be an advantage - Demonstrable experience of the legislative, regulatory and institutional specificities of BiH, preferably in the return sector Interested candidates should send their CV in English (preferably in EU format) to Ms Aspasia Papadopoulou ( [log in to unmask] ) by Friday 5 January 2007.
