It really depends how you define 'expert'. If you search the web you will find a number of organisations who will provide training on the use of Moodle. The one I looked at (cannot remember the name of the top of my head) was for 2 days and could be held off-site or on-site. At then end of this you would be described as being competent, in theory, to set up Moodle courses. Likewise for Moodle administrators. Like all things ICT related, the notion of expert depends on your point of view. I would say that, having completed such a course, I would not feel confident until I had set up a course and tried it with students. At that point I would probably be happy to share my experiences and so would be seen by some as an expert.
