Right click on the chameleon theme, click on Properties and I think the permissions is inside the Security tab and then give write permission to Group and Others (might be called something else in Windows). I cannot understand the MOODLE help files that say you should make the user the owner of the files - not sure how to find who the user is.... Easier to write this here than put a request up to MOODLE...which I may do later....
