I think that the process of licensing "clerici" for predication is as
earlier as the Gregorian Reform : I do remember that Robert of Arbrissel and
Bernard of Abbeville have received such a mandate from Pope
Urbain II ("praedicationis officium"). Peter Damian (+ 1072) insisted in his
"contra clericos proprietarios" on the fact only ermits should be authorized to
preach.
