This is presumably why UKCHIP (UK Council for Health Informatics
Professions) has been set up as an independent regulatory body.  It was
formed in 2002 to promote professionalism in Health Informatics and
operates a voluntary register of HI professionals who agree to work to
clearly defined standards, see www.ukchip.org. I believe that
registration should be made compulsory, for reasons I've stated
elsewhere, but at least this is a start.

The current model which is being encouraged /required by the government
is
to separate the regulatory and professional association roles.
The Law Society and the Bar Council are  establishing separate
regulatory
bodies to bring them into line with current practice in Engineering,
Architecture and Medicine where the regulatory bodies are the
Engineering
Council, the Architects Registration Board and the General Medical
Council.
There is no statutory requirement for librarians/information
professionals
to be regulated.
From the comments made by Tony McSean CILIP is fairly ineffectual in the
role of regulator and should concentrate its efforts on becoming a
thriving
professional association.
If regulation becomes a sufficiently important issue in the future then
an
independent regulatory body would need to be established
