Time we put together a definition of therapeutic community which begins in the nature of human being, of which the different areas of therapeutic community are special instances. A definition which embraces task-centred or problem-solving organisation of human beings of all kinds. Church, political, engineering...

The following definition on the TC was accepted in Den Haan in 1991 by the members of the EFTC.
The outcome of this meeting was published as followed:
"Broekaert, E., Kooyman, M., & Ottenberg, D. (1993). What cannot be changed in a therapeutic community. In: Broekaert E. & Van Hove, G. (Eds.) Orthopedagogische reeks Gent nr. 2. Special Education. Therapeutic communities (pp.51-72). Gent: VZW OOBC.
 
"A TC is a drugfree environment in which people with addictive problems (or other problems), live together in an organized and structured way to promote change toward a drugfree life in the outside society.
The TC performs a miniature society in which residents, and staff as facilitators, perform distinctive roles and in which there are clear rules, all designed to enhance the transitional process of the residents.
Self-help and mutual help are pillars of the therapeutic process in which the resident is the protagonist principally responsible for achieving personal growth toward a more meaningly and responsible life and of upholding the welfare of the community. The program is voluntary in that the resident will not be held in the program by force or against his/her will."
