Archiving websites has been the subject of several international 
projects over the last few years, although they tend to approach 
archiving from a library and post-production perspective rather than an 
institutional records management perspective. I have a small paper on 
this subject that will be presented in poster form at WWW2006 and posted 
on my staff webpages - http://www.ukoln.ac.uk/ukoln/staff/m.pennock/ - 
in the next few weeks.

WRT a UK model, the UK Web Archiving Consortium is a great place to 
start - http://www.webarchive.org.uk/

If you want some articles and information on other national approaches, 
have a browse through articles and info on the NLA PADI (Preserving 
Access to Digital Information) webpages on Web Archiving - 
http://www.nla.gov.au/padi/topics/92.html  This site is highly 
recommended as it contains a wealth of infomration about different 
approaches.

I would also recommend that you look through the proceedings from the 
recent Digital Curation Centre (DCC) workshop on Future-Proofing 
Institutional Websites - http://www.dcc.ac.uk/events/fpw-2006/ and the 
related discussions on the DCC forum -
