Incidentally, I'm not sure "perceived" danger is the most appropriate
term here. Just because a location doesn't have any accidents, it
doesn't mean it isn't really dangerous - it might just be so dangerous
no one would ever dream of cycling there!

This has parallels with the experience of a company selling a product which trained up drivers to be more alert and generally safer (= fewer crashes) they wondered why they made so little progress with some of their LA contacts, until it dawned, when one of these officers proudly announced that he now had an assistant to help with claims processing, that for some safety officers it actually reduced their workload when the fleet they were responsible for crashed less......

What would accident prevention people do if there were no crashes?  Must make it one of the jobs where everyone who is successful makes themselves redundant.
