I don't think so - I have it down as Edward III in 1348 (History of the 
King's Works, Vol.1, p.525.)

The blocking of the lower part of the main windows, and the painting on it 
(Age of Chivalry, cat. no. 680) is usually associated with the installation 
of the choir stalls - consequent upon the foundation of the college, 
although I do wonder if it was because of the construction of the clerestory 
(not part of Edward I's design.)
