DETR Circular 02/2000 states - The public register is intended to act as a full and permanent record of all regulatory action taken by the enforcing authority in respect of the remediation of contaminated land. So only records of regulatory action in respect of the remediation should not go on the public register. I understand the intention was to minimise blight.
