Subject: [SHCG-LIST] unusual item requiring identification

Can anyone help identify this tool?

It was presented to me during our weekly object surgery at the Museum of Liverpool Life. The tool is spring loaded, so it may be used as part of some extraction process but beyond that we have no idea.

Any help gratefully received.
