The people to speak to about women and drinking would be Betsy Thom and Virginia Berridge. betsy published a very good book recently on women and alcohol and she and Virginia have recently been awarded an AERC grant to look at binge drinking.  The study has a comparative element to it with an intention to map experience across Europe.  So I imagine they would be very interested in Romania.  The other possibility is Moira Plant at University of the West of England - again she's widely published on women and alcohol.
