Their effort to convince the majority of the commissioners that the program is working was successful -- at least for now. . . . Explaining the program, Leslie Johnson, Eddy County Detention Center warden, said it is a modified therapeutic community program. She said therapeutic communities were originally developed to treat hardcore heroin-dependent criminals. Now, she said, the program addresses other addictions, such as abusive behavior, criminal activity and associated problems that reduce an individual's capacity to function appropriately in society.
