Hi,
Thanks to all those who responded to my word count query: my statement is now coming in under the word limit.
The general consensus is that footnotes or any other references (and headings) do not count towards the word limit so if you want to expand on a point but you're struggling to make the word count it might be a good idea to move the odd sentence into the footnotes.
