I'm not so sure. Criminal convictions/mental health - sensitive personal data - because you are in prison does that mean you have no rights. I know you can't vote when in prison. The agencies involved should be ripped to pieces for the mishandling of this person and procedures changed...because it appears from the history that they had been involved for a long time. I think the medical professionals should be held accountable for the decisions they made which allowed that to happen.
