It's down to training.  Get a slot on new staff induction day and that
way every person over time will get at least 20 mins on DP/FOI and will
know who to speak to, where to find further info and will be able to at
least identify the organisation's public leaflets/application forms and
what to do if they end up with a request on their desk.   Some people
will have little involvement with personal data and some will have a lot
depending on the nature of their job and with FOI some departments get
more requests than others.  Where I work, every new member of staff who
works in Childrens Services or Social Services & Housing also has to go
on a half day in house training course.  Topics covered are individual
rights, 8 dp principles and their interpretation and how to recognise
and deal with a subject access request.

Tim's got a good point but unless this is taken up by a wider audience,
it won't work. Public authorities could lead the way and put on their
websites a note like "Please mark all envelopes & emails DPA/FOI
request".

As we've seen with notification, corporate world won't follow any time
soon.
Before I explained to them what it is that I do, almost none of my
friends knew i) what Data Protection is, ii) their rights under FOIA.

Also, based on our NHS survey, I can tell you that even some of the
Chief Execs either don't know what FOI is or they don't take it
seriously enough.
I don't know the situation with DPA in that sense.

If revolution won't come from top to bottom, maybe we can force it from
bottom to top. By training the postman and the post room people first,
for example!

This seems a good idea. It may lead to requests being dealt with
properly by the appropriate person. Although technically there is no
requirement under the legislation (FOI and DP) to label a request as
such. 

Incidentally, my brother manages a call centre for a large utility
company. He says that staff there are given no worthwhile training on
DP. Even the legal department only has superficial knowledge!

I usually end up answering his queries.

After the BT hassle, we thought about starting a campaign to help all of
us with information requests: Any request for information under DPA or
FOIA could have some sort of an identifier, e.g. the message "FOI
Request"
on
the
envelope/email subject/etc, and the staff trained to send anything with
that message straight to the Information Governance Manager or somebody
in an equivalent position.

No call centre I have ever been in touch with knew anything about DPA,
and it is even worse for FOI (as requests can come in to ANY member of
staff).

Over the past couple of days I and a co-researcher have been sampling
FTSE100 corporations and the ability of their switchboards to handle a
very simple enquiry from a member of the public.

We asked: "Please may I speak to your Privacy Officer - the person who
looks after Data Protection?"  At that point, though we were friendly,
we watched as we were put through to strange places in the
organisations.  One organisation put us through to Profit Protection
(the anti shoplifting squad!).

While we will be featuring the report in a newsletter shortly I wanted
to share it with all of you first.  I have placed it on our website at a
