Section 10 does not provide a unilateral right for data subjects to stop a controller processing.

The data subject has to be able to argue and evidence that substantial damage or distress is likely to occur from such processing.

Discovering when a telephone bill was last paid for a designated telephone number may not easiliy be connected to the above.

Any processing arising under points 1 to 4 of schedule 2 is exempt room s10 objections.

Point 1 being data subject consent to the processing (implied or express)

Articles 14 of the 95/46 EC uses the phrase 'compelling legitimate grounds' associated with the right to object. (converted in the Uk drafting to substantial damage or distress)

The right to object only arises where the processing  occurs under Article 7 sections  e) and f)  (Leave it with those interested to look them up to save my typing finger)
