Indeed, but what is the issue for the Parish Council? A few people playing away from home and being unhappy about being caught isn't really a case for legal action as I understand. I think one solution may be to ensure that in future you make it clear to the attendees that you may use their picture next year. Doesn't solve this years problem of course.
