You might want to consider giving out limited information - for example,
the number of objectors from a particular street (as I can see how this
would be relevant in terms of a parking scheme consultation) but not the
name or the house number.  You also need to refer back to the fair
collection notice on the questionnaire itself ie. was the
confidentiality of contributors specified in the FCN?

We have letters from members of the public who have objected to the
introduction by the LA of a parking scheme. Under FOI a request has been
made for the names and addresses of the objectors. I say we cannot
release them because of DP, unless we write to each objector asking for
their permission. Am I correct ?
