There was a discussion in this some time ago - July, I think, so a dig in
the archives would be worthwhile ion the list's archive section of the
jiscmail site. 

For benchmark purposes I think you need to look at the total cost of
fulfilling a SAR vs the total cost of raising the paperwork for the £10, but
also look at the fact that a fee of any description concentrates the mind of
the enquirer, and goes a long way towards the prevention of frivolous SARs.

If I were now to ask you here "Please send me all the information you hold
on me" that IS a SAR.  I have done enough to initiate the process.  Do you
fancy doing the work just because I have asked, or do you want me to be sure
I really want the data?  (I don’t unless I pay you the £10, honest)

1. If it's an SAR then it's the £10 fee - no exceptions as a rule, though
occasionally I'll waive it.

2. Do not see it as counter productive - simply part of the Act. 

3. The amount is neither prohibitory or punitive, though have had an
instance where 1 person did not follow up on a request once the fee was
insisted upon.

4. If an individual instance is better managed by the waiving of the fee no
problem, but the notion of the fee as the default position needs to be there
in published guidance.
