I agree with colleagues that the cartoon is protected by copyright and
re producing it or publishing it in any way would be a breach.
 
Putting it on a website would not be "fair dealing".
 
One can ask Private Eye for permission but I suspect there will be a
charge involved.
 
There is a resource note on copyright on our website.
 
If the cartoon was owned by a public authority then one could use the
provisions of ROPSI to ask for permission.

It's certainly worth asking for permission.  I have little doubt Private
Eye 
get asked such questions from time to time and have standard
rules/charges 
for such permission, or have a standard rule about declining permission.
