What about the recent change (sorry dont know exact name) to allow 
financial organisations to process personal data
of customers who have used credit cards and similar for illegal/immoral 
purposes, to restrict their access  to such cards?

There MUST be a neater way of saying this without straying into 
newspaper headlines such as
    PREVENT PERVS FROM CLONING CASH
