I think this has a MUCH wider implications than just for 'Local 
Authority' colleagues.

As I see it is is a form of  Identity Register extended below the ages 
as covered by ID Card. /ID Card Register
so it is not going to be a great leap to combine the two in a few years' 
time... ["Joined up"  + 'Surveillance Society']

The title is deliberately obfuscatory so there has been little comment 
as even people who know about the concept
often might not be able to successfully find the facts.  You have to 
know the answer before you can look for it.

Summary:
    Children'a Index is to Children's Database   as        Entitlement 
Card is to Identity Card.
