Clearly in the case of planning applications, it makes a difference, for 
instance, whether someone lives next door and therefore that they are 
affected in the way that they say they are.

Presumably the applicant or their solicitor can check whether the objector 
is who they say they are.

It is rather similar to a petition. A petition where the names were secret 
would be worthless.

I recall that a long while ago my mother was on the list of people 
supporting the nomination of candidates for a local election - not realising 
that her name along with others would be on posters all round the ward 
indicating that she had signed the nomination papers of a particular group 
of candidates.
