No, but the email is not set up for personal use - not private 
conversations - any transaction between them and a third-party can be said 
to concern them.

It is inadvisable for colleagues within an organisation to speak 
unprofessionally about a third party within or without the organisation. I 
would use my account if I wanted to have a "personal" conversation with 
someone whilst at work. At least I imagine it evades the systems that you 
are referring to - and certainly could not be the subject of an FoI or DP 
request.

In fact, it has occurred to me that someone could have a "private" 
conversation with an employee of a public organisation - and then request 
the emails under FoI and show that the employee had been indiscrete about 
their own employer - possibly at the urging of the person outside the 
organisation - a set-up, if you like.

The person outside the organisation wouldn't suffer - but it could lead to 
disciplinary action being taken against the employee.
