No.  "The occupier" refers to any and every occupier of those premises.  

We will get deep into semantics here, I think. Looked at with logic, an
address may have many occupiers, and a person many addresses.  There is not
a one to one relationship in either direction.  If there were then an
address would be sufficient to identify a unique living individual.

While we might assume that "Windsor Castle" was the address for Elizabeth
Windsor, it is also the address of a castle full of other people.  The same
logic passes to the one room bed-sit in Tooting which has only "room" for
one person, but where Maisie shares the meagre accommodation with her friend
Gwladys.
