Well, no, it is not. It is down to theft of data, either within the data controller itself, or within the outsourcer, or en route somewhere. It is to do with the inherent worth of your name, address, phone number, credit card (if available). It is also to do with securing (or not securing) data collection and transmission with SSL technology/certificates, but probably this data escapes at a "malefactor within" level more easily. Bear in mind that I can store the entire contents of pretty much any organisations contact database on a USB stick...... I think you get the picture.
