There is a very specific list of public holidays on the SIC website (in
the FAQs) which ends with the words

"It should be noted that local holidays outwith the bank holidays are
not considered to be official bank holidays and should be calculated as
working days for the purpose of FOISA."

So that would be a "no", then !

I have just been speaking to a colleague about public holidays.  Not
sure public holidays apply to DP - I am sure someone can advise.



Anyway, as far as FoI is concerned as you know, we do not count public
holidays as a working day.  In this Council we forego about 6 public
holidays during the year and add them on to our Xmas Holidays.  What are
your views on this - can I say that the other 6 days are public holidays
and not count them as working days as far as an FoI Request is
concerned....
