There are various commercial services available but the one I think you 
are referring to is the
Government's own (currently on pilot with Central Government users only) 
called "The Statute law database (SLD).

There is reference to it on the DCA's site at:
    http://www.dca.gov.uk/lawdatfr.htm
which has a click-to-email link and a tel no which may have latest info 
on availability.


A thorough article/review "The SLD Pilot" by Laurence Eastham was 
published in 'Computers and Law' [Aug/Sept 2006, Vol 17 Issue 3 pp 12-13.]
Readers who are [or know] a member of the Society for Computers and Law 
can access the printed journal or via their website www.scl.org
