From my own experience I'd say that in a large organization some functions (especially those that may involve legal action) are devolved to "practitioners" lower down the chain of command as it's the only way to efficiently keep the corporate eye on the ball, and as this function is just an "additional duty" there are no financial implications! We do have "big guns" in Corporate I.T. and Legal departments of course who I go to if I'm out of my depth with D.P. F.o.I. or H.R.A. but as far as I know they don't subscribe to the list!

You're right about the FoI commitments, nowadays I don't see much D.P. action because most people round here now know how to play by the rules and also we don't get many S.A.R.s as by and large we treat everything as FoI with just some extra security checks if it's personal information that's requested, so the two roles tend to merge into one in quite a natural and seamless way.
