Why does the volume need to be high?  How about a headset?

I received an email with query – has anyone got some experience with this?

 

One of our residents turns the volume on her television very high at night.  We have tried leaving notices for her but she seems unable to respond to these.  Is a devise available that will allow us to restrict the volume on her television set?”
