I was looking into this myself a few weeks ago.  my contact suggested 2 options:
 
1.  Keystrokes 3.6  for Mac (OS X Virtual Keyboard). This only seems to be in the USA, None of our suppliers seem to sell it, you can find it and buy it at  www.assistiveware.com/keystrokes.php
 
2. Xcreen  http://www.oodot.com/XcreenKey/features.html

I have no experience of them as the student changed his mind and went for a PC
