The fact that the list no longer defaults to 'reply to all' certainly inhibits the development of discussion because only the initiator can be sure of getting the response(s). It also encourages the rather professionally lazy 'has any body got...which they can let me have [so I don't have to do my job]' type of request followed by a dozen 'me toos'. Anyone who subscribes to lists hosted in other jurisdictions will know that there is frequently very lively discussion on individual topics, as well as direct information exchange about events and the provision of valuable assistance about high level or new developments rather than people looking for instant help with things they could easily find in a text book or on the web. That said it really does depend on the availability of time and an awareness of the existence of, for example, the SoA forum. In the end though there probably is no substitute for getting a group of people in a room as part of a facilitated discussion group.
