I maintain a directory of randomisation software and services on:

http://www-users.york.ac.uk/~mb55/guide/randsery.htm

You can find and download minim.exe from there, a DOS minimisation 
program, which I have used successfully.

I am always happy to add more things to my directory if anyone knows of 
things which are not there.
