The main issue is that UK professional doctorates (eg in business or education) may have a greater taught and subject-specific content than UK PhD's (maybe not much more than PhD's in some other countries) but they are still essentially research degrees. I'm not aware of a Design Prof Doc programme in the UK but I daresay somebody has one or is planning one? University of East London has a Professional Doctorate in Fine Art at http://www.uel.ac.uk/programmes/ava/postgraduate/summary/docfineart.htm Their outline makes it clear that the practical work is a "programme of research" not a programme of professional practice.
